Engineering Guidance: Estimating O&M Costs

As of June 28, 2024, Florida’s updated stormwater rule requires permit applicants to submit a cost estimate for the perpetual operation and maintenance (O&M) of stormwater systems. This estimate must include current-dollar values for annual expenses and planned replacements based on service life. Applicants must also demonstrate financial capability by submitting Form 62-330.301 (26).

Estimating life-cycle costs can be complex, especially when systems include BMPs with varying service lives. To support applicants, the Florida Stormwater Association Educational Foundation—alongside FDEP and the Water Management Districts—offers a BMP Life-Cycle Costing Tool. This resource provides guidance on cost calculations, discount rates, and recommended maintenance tasks for a range of BMPs.
